Party store challenge

Last season on PR, the designers had to use supplies from a hardware store to create their look. This season, though, they had to use stuff from a party store! Let's just say if someone were to do this then they would have to be very creativly educated! Andy won!!!! YAY!!! His dress was absolutly stunning. He found some black and silver ribbon and braided it together to create a challenge-winning look. (If that makes any sense to you! :o)
